January 2006 marked the first radical change to the British postal system in over 370 years because not since Charles 1st reign in 1635 had the Royal Mail ever had to concern themselves with competition forces. But following the Government's appointment of the industry regulator POSTCOMM and a directive from Brussels that a continued demand in the consumer sector for would not be best served by a monopoly changes were implemented which brought about free competition. So, in January 2006 POSTCOMM awarded a further 16 licences to carriers of bulk mail to support this growth and thereby enable the start of ‘fair’ competition in the sector. 
However, whilst there has been little in the way of change within the domestic sector, the commercial sector has reaped all the benefits as the larger players namely TNT, DHL and UK Mail are all securing lucrative contracts from volume mailers. Some are also considering competing with the Royal Mail for final mile delivery services too.
